Yevgen Zagudaev, a Ukrainian citizen, is a graduate research assistant at CISSM. Yevgen is currently doing his MA degree in Public Management at the UMD School of Public Policy. Previously, he worked on technical assistance programs in Ukraine for the Organization for Security and Cooperation in Europe (OSCE), USAID, and Canadian funded technical assistance programs. His experience includes working on the issues of anti-trafficking, women’s economic empowerment, small and medium businesses development, as well as and criminal justice reform. Most recently, Yevgen was a senior manager of 12 million Canadian dollar program designed to modernize Ukraine’s juvenile justice system. Over the project’s seven years Yevgen served as the Deputy Team Lead and then Team Lead of this Canadian funded Juvenile Justice Reform Project.
