As part of a Carnegie Forum series on "Rebuilding U.S.-Russian Relations," this article argues that all parties involved in the current Ukraine crisis carry some blame for the situation and thus carry some burden to resolve it. For instance, the United States is strongly implicated for reasons that it is not currently admitting. The first step toward realistic and constructive engagement is for all parties to accept that the current campaign of shaming and sanctioning is not likely to succeed and is very likely to backfire. Only then will the United States, NATO, and Russia be able to provide the necessary reassurance to one another.
