In coordination with the U.S. Department of State’s Office of Nonproliferation and Export Control Cooperation and other State Department Offices, INECP draws upon more than 50 nonproliferation and threat reduction technical specialists from a dozen U.S. national laboratories and universities to establish technical and training partnerships with more than 50 countries and international organizations seeking to strengthen the effectiveness of export control and related border security systems.

Perry joined the U.S. government in 1999 as a policy analyst for the DOE Material Protection, Control and Accounting Program. Prior to this, he managed international security programs for U.S. non-governmental organizations including the Union of Concerned Scientists and the Institute for Science and International Security, with a focus on nonproliferation export controls, threat reduction and strategic arms control.

Perry received his Ph.D. in government and politics from the University of Maryland, College Park, in 2003, where he wrote his doctoral thesis on the history and future prospects for WMD strategic trade controls. His thesis research was supported by grants from the U.S. Institute of Peace, the Department of Government and Politics at the University of Maryland, and the Ploughshares Fund. Perry received his B.A. from Grinnell College in 1985 with majors in French and political science.
